IR35 off-payrolling – draft reform to be issued 11 July 2019

Following on from the information we provided in our Bulletin 1 issued 18 June 2019, in relation to the proposed changes issued by HMRC in the private sector regarding off-payroll working (IR35) which are planned to be in place from 6 April 2020. The government has announced that the draft legislation for IR35 reform in the private sector will be published on 11 July 2019. A Treasury written statement made on 25 June, has advised that following the next Budget outlining the state of the economy and the Government’s proposals for changes to taxation, the government will introduce the Finance Bill for 2019-2020.

The date for the 2019 Budget is still to be scheduled. However, Budgets in recent years are usually delivered in the Autumn, with last year’s Budget being announced at the end of October. 

In line with the tax policy making process, the government is committed, where possible, to publish most tax legislation in draft for technical consultation before the before the legislation is laid before Parliament.

We imagine this will be very closely aligned to the changes that are introduced next year.
