Senior Drilling Contracts Engineer
Senior Drilling Contracts Engineer Our client is one of the largest FTSE listed independent oil producers. They current have immediate requirements for Senior Drilling Contracts Engineers to join their team in London. Initially on a 4-6 month contract there will be scope for these roles to move with the project to site in Kurdistan. Project Work Scope: Phase 1: Existing Tender and Contract Review 1. Familiarise with company PLP Policies and Procedures. 2. Review existing Contract Strategy and make recommendations as required. 3. Obtain the existing in-house Drilling Contracts (current and expired) and tender documents. 4. Develop an estimated timeline to review them and assess work required since it has been three years since last drilling activity was completed. 5. Review the existing in-house Drilling Contracts (current and expired) and tender documents. 6. Categorise the existing Contracts into minor, moderate and major work streams required to prepare for the upcoming tender process. Include contracts for new services required (for example, Managed Pressure Drilling). 7. Develop an estimated timeline to conduct the work required to prepare each tender and contract for the tender process. 8. Conduct tender and contract revision process include modification or development of technical and commercial templates (iterative process circulating through appropriate departments). Track progress against the estimated timeline. 9. Finalise the Invitation to Tender (ITT) generic template and contract models. 10. During Phase 1 additional requirements may include review of partner contracts and or processes. 11. There may be a gap between Phase 1 and Phase 2 depending on project approvals. Phase 2: Initiate Tender Process through Contract Award 12. This process may start while Phase 1 is in process. Work with PLP, Legal, Subsurface and Drilling Departments to develop the work scopes and tender documents and contracts for the 2019 drilling campaign. 13. Initiate the tender process per company and KRG requirements. 14. Complete the tender process and finalise the signed Contracts. 15. Award the Contracts. Key Accountabilities 1. Summary of key responsibilities includes: a) Ensure compliance with KRI, partner, and company Contract Process. b) Familiar with KRI and drilling regulatory standards and API, NACE, etc. c) Development of Contract Strategy Document. d) Market Analysis for Contracts Required. e) Review of Existing Tender Documents and Contracts. f) Development of Objective Technical and Commercial Tender Templates. g) Ensure all aspects in Contracts (QaQc, HSE, non-performance remedies, etc). h) Assist with Pre-qualification, RFI, RFQ etc activities. i) Issues Tender Documents. j) Assist with Supplier Clarifications. k) Assist with Evaluation and Negotiations. l) Contract Development and Finalization. m) Contract Administrator during operations. n) Manage emergency or unplanned intangibles or tangibles contractual documents required for drilling operations. o) Manage Contract Value and Supplements. p) Manage Vendor Performance and track for QPR Reviews. q) Present Vendor Results at QPR Reviews. r) Attend meetings with KRI and other stakeholders as required. s) Visit service providers with drilling personnel to audit equipment. t) Work close with company PLP Department. 2. Show strong HSE commitment during planning and operational phases of the project. 3. Review and compile a list of existing contracts inside the company. Prepare recommendations to improve their quality for drilling operations. 4. Prepare drilling and contractual inputs for KRI contract strategy document. 5. Provide technical and commercial inputs during contracts development. 6. Provide input and review technical scopes of work with drilling department. 7. Review contract exhibits with relevant departments (HSE, Insurance, Finance, etc) 8. Prepare contract briefs for operational team. 9. Conduct market surveys on equipment and service availability. 10. Participate in reconnaissance trips with drilling department. 11. Review final tender packages for accuracy before submission to vendors. 12. Participate in technical and commercial evaluations. 13. Participate in contract negotiations and finalization. 14. Participate in special projects and studies, internal investigations, peer reviews, audits, insurance claims, NPT and invoice issues, etc. 15. Ensures all work within the area of responsibility is adequately documented and lessons learned are captured for the benefit of future operations worldwide. 16. Build effective relationships and interact professionally with internal / external stakeholders and service companies. 17. Work with accounts payable system (SAP, EAM, Proactis or similar system) and associated personnel to ensure system used correctly with invoices paid in a timely fashion. Review invoices for accuracy, credit adjustments for NPT, etc. 18. Provide contract administration to ensure adherence and monitor contract values. 19. Prepared lastminute purchase orders during execution phase. 20. Follow up on daily basis the completion and intervention operations and plan ahead in order to ensure any contractual requirements. 21. Prepare contract and long lead delivery schedules meeting spud requirements. 22. Other responsibilities as assigned. Education Business, Engineering, Law, or Management Degree Location and Timing Initially based in London with possible relocation to Ankara. Some travel to Turkey, Kurdistan Iraq, and other locations as required. Job Knowledge, Skills and Work Experience 1. Business, Engineering, Law, or Management degree. 2. Procurement or other applicable Certification is desirable. 3. Fluent in English. 4. Excellent writing skills. 5. Ten plus years of relevant experience in tender and contract development on land drilling planning and operations with drilling and completion activities. 6. Good leadership, writing, and communication skills both verbal and written. 7. Pragmatic proactive self-starter who can work independently and in a team environment with minimal supervision. 8. Significant experience developing new or modifying existing tender documents and contracts experience. Specify amount of experience with respect to land and / or offshore tender and contracts expertise. 9. Preferred contracts experience in KRI. 10. Preferred contracts experience with a Major Operator. 11. Preferred contracts experience with a Service Company. 12. Sensitivity working with different cultures and diverse backgrounds. 13. Proficient with Microsoft Office.
