Technical Safety Engineer

Description This position is required to provide Technical Safety Engineering support to the broad range of engineering modifications and small projects from initial concept through to operational handover. Specific tasks include: Managing technical safety elements relative to offshore asset modification workscopes, Interface with Engineering Contractor, Consultants, and company Technical Authorities, Support discussions with Regulator, Monitor progression of design deliverables and studies to conclusion, Ensure risks from all modifications have been reduced to as low as reasonably practicable Ensure all modifications are compliant with Technical Safety performance standards and all relevant statuary provisions. KEY CONTACTS/RELATIONSHIPS INTERNAL: Technical Safety TA Discipline Technical Authorities Operations Teams Business Services Teams (Drilling & Completions, Brownfield Projects, Facilities Engineering & Supply Chain Management) Broader HSE and Assurance Team (onshore and offshore) EXTERNAL: Industry Regulators e.g. HSE, BEIS (as appropriate) Others including ICP Job responsibilities include but not limited to: Manage the Technical Safety Elements of Facilities Engineering modifications ensuring that activities executed are consistent with company goals, strategies and UK Legislation. Manage workscopes executed internally by company & externally by Engineering Design and Construction Contractors and Consultants. Monitor and Control the progress of design deliverables to the desired quality standard with regard also to cost and schedule Technical Safety Input to the company internal Minor Change & Systems Change Requests, Perform the role of scope implementation lead as appropriate and support fellow discipline engineers as required, Ensure all Technical Safety activities are carried out in accordance with company Values, Procedures and Specifications Review project documentation to ensure compliance with HSE policies, procedures and standards. Provide technical input into Statutory authority approvals and license applications where required Liaise with Independent Verification Body where required Arrange and attend HAZANs, HAZOPs, HAZIDs & LOPAs as required Apply the principles of ALARP Ensure material changes to Safety Case/Performance Standards are completed and submitted within the correct timeframe if required Interface with company departments as required Safety – Conduct all activities in a safe and effective manner and raise safety and environmental issues immediately and in line with corporate policy. Relevant Engineering or Science Degree or equivalent experience Extensive knowledge and experience in application of Technical Safety Engineering (including the applicable regulations, codes and standards) and safety assessment techniques to modification scopes Typically 10 years’ experience in oil & gas industry or equivalent Typically 10 years’ experience in Technical Safety or equivalent Candidates not meeting these criteria will be assessed on a case by case basis Strong technical background, excellent engineering knowledge and good communication skills in order to drive risk management and technical safety to successful conclusions. Previous experience in a similar role, preferably gained within the oil and gas industry Working knowledge of UK major hazards regulatory framework Proven track record of identifying and developing sound and innovative technical solutions Knowledge of associated technical/engineering disciplines e.g. instrument and controls, process engineering Knowledge of consequence modelling & associated frequency analysis Knowledge of SIL Assessment & SIL Validation Knowledge of F&G systems & Active Fire Protection Systems Ability to plan and produce technical safety deliverables for modification scopes Ability to manage Technical Safety & HSE plans, estimates and deliverable production by E&C Contractor and Consultants Effective relationship-builder at all levels, internally and externally Effective communicator both written and verbal
